City of Hartsville – Hampton Inn

Pope Flynn serves as special counsel to the City of Hartsville. The City owned several tracts of property in its downtown corridor which was formerly used as a railroad depot. After undertaking steps to environmentally remediate the property, the City engaged Pope Flynn to negotiate an incentive agreement with a hotel developer to construct a much needed downtown hotel facility. In light of the success of the Hampton Inn development, Pope Flynn drafted an economic incentive development ordinance to establish thresholds for new incentives to promote further development in the City.
